The European Framework Programme for Research and Innovation, Horizon 2020 (2014-2020) was subject to an interim evaluation. The achievements of the pre-defined political goals in programmes and initiatives of Horizon 2020 have been evaluated. While the results of the interim evaluation can influence the remaining duration of Horizon 2020, it will pave the way for pilot initiatives aiming to shape the 9th Framework Programme, Horizon Europe, starting in 2021.
Two external expert groups supported the European Commission during the interim evaluation process:
- The "Expert group on evaluation methodologies for the interim and ex-post evaluations of Horizon 2020" verified the adaptability of Horizon 2020 "Societal Challenges" with the Europe 2020 strategy, evaluated the "Social Impact" of the H2020 sub-programmes and past framework programmes on society in general.
- The "High-Level Group on the interim evaluation of Horizon 2020" concentrated on foresight and policy advice.
A public stakeholder consultation was launched in October 2016. The results fed into the Commission’s communication on the interim evaluation published in September 2017. The European Commission’s proposal for Horizon Europe was published in June 2018.
