Certificates on the Methodology
There are two types of Certificates on the Methodology:
- Certificate on the methodology of average personnel costs: Beneficiaries that would like to charge average personal costs to an FP7 project may submit their certified methodology to the Commission for approval. This procedure is, however, not mandatory.
- Certificate on the methodology, which is optional, can be requested if the institution has signed at least 8 FP6 or FP7 grant agreements with an EC contribution of EUR 375,000 or above. Moreover, it can be requested by participants with at least 4 FP7 grant agreements with an EC contribution of EUR 375,000 or above signed before the 1st January 2010.
Depending on the Certificate on the Methodology the application procedure differs:
Certificate on the Methodology of Average Personnel cost (CoMav)
If a certification is planned it must be submitted in the form of a report of factual findings (Annex VII - Form E) prepared and certified by an independent external auditor (or by a competent public officer for public bodies, secondary and higher education establishments and research organisations) and send by email to RTD-FP7-Average-Personnel-Rate-Certification(at)ec.europa.eu. Basis for the Commission's assessment of the methodology are the criteria lied down in Art. II.14 of the model grant agreement.
The certificate can be submitted at any time during the implementation of FP7 but at the earliest on the start date of the first grant agreement signed by this beneficiary under FP7. The Commission will endeavour to accept or reject the certificate within 60 calendar days, if necessary some comments or changes will be done.
Afterwards the certificate on the methodology of average personnel costs is valid for all FP7-contracts, except for changes that will be made in the accountancy systems. Audit certifications are still mandatory at EU-funds from EUR 375,000.
Certificate on the methodology for Personnel and Indirect costs (CoM)
Initially an informal application including the agreement numbers (from FP6, for the future also FP7) should be send via email to the European Commission to RTD-FP7-Cost-Methodology-Certification(at)ec.europa.eu
The Commission will endeavour to accept or reject the certificate within 30 calendar days. Following the approval the certificate could be send to the same email address.
The certificate on the methodology of average personnel cost and indirect costs is valid for all FP7-contracts as well, except for changes in the accountancy systems will be made. Audit certifications are still mandatory but at the end of the project, which leads to huge savings of audit costs.
