Analysis published for the next Strategic Plan 2025-27

The European Commission has published a detailed analysis document that was compiled for the creation of the second Horizon Europe Strategic Plan, to cover the period 2025-27.

The analysis will provide the basis for the new Strategic Plan which will guide development of the Work Programmes in the final three years of Horizon Europe. It includes an analysis of the current status of R&I in the EU, what changes are required in comparison to the first Strategic Plan and how EU and global policy developments should be reflected.

Several areas are explored in the document, including societal challenges and how to address them, the EU’s R&I landscape within a global perspective, and possible new research needs arising from global challenges. There is also a section with a gap analysis that focuses on the clusters in Pillar 2 of Horizon Europe.
