New Pre-Draft of Annotated Model Grant Agreement published

03. Dec 2021

The European Commission published another pre-draft of the Annotated Model Grant Agreement (AGA) for Horizon Europe on 30 November 2021. The document follows a first pre-draft of the AGA, which appeared in the Funding & Tenders portal in the summer of this year.

The Annotated Model Grant Agreement serves as an interpretation aid for the Model Grant Agreement (MGA), the model for grant agreements between the Commission or the executive agencies and the beneficiaries. The individual paragraphs of the MGA are explained in more detail using explanations, definitions and examples.

In the new pre-draft of the AGA, the Commission has made an adjustment in the determination of the daily rate and the daily equivalents, which are necessary for the calculation of personnel costs. The daily rate and the number of daily equivalents are therefore only determined once per reporting period for each employee. The first pre-draft stipulated that these had to be determined individually for all calendar years in the reporting period. In addition, the new preliminary draft of the AGA contains additional explanations and examples, among other things to delimit the different roles of participants, the award of subcontracts and the flexibility of the project budget.
