New EU strategy for universities and the facilitation of European higher education cooperation

These steps take place as part of the Commission’s effort to achieve the common European Education Area by 2025 and to deepen the European Research Area. The Commission seeks to include the European higher education institutions into the general development of Europe and therefor to booster the European dimension in higher education and research. One of the Commission’s major steps is the promotion of European University Networks, which shall increase to 60 by mid 2024. Within this process, a new framework is being developed to simplify further transnational cooperation between universities. Therefore, a new legal status for the university alliances is currently evolving.
 
The newly adopted European strategy for universities emphasises the important role of higher education institutions to contribute to Europe’s recovery and future resilience. Hence, the strategy proposes actions to support universities to reach the following goals:

  • Strengthen the European dimension of higher education and research;

  • Consolidate universities as lighthouses of our European way of life with supporting actions focusing on academic and research careers, quality and relevance for future-proof skills, diversity, inclusion, democratic practices, fundamental rights and academic values;

  • Empower universities as key actors of change in the twin green and digital transition;

  • Reinforce universities as drivers of EU's global role and leadership.

This strategy serves as a basis for further dialog between the European Union, the member states, the higher education sector and the civil society.
 
Furthermore, the Commission has adopted a proposal for a Council Recommendation to enable higher education institutions to cooperate more closely and more intensively. It intends to facilitate common, transnational higher education programmes and activities, to merge common resources and provide joint degrees. Therefore, the Council of the European Union needs to adopt such a recommendation to invite member states to take action on a national level and to provide a solid ground for transnational cooperation between universities.
