Horizon Europe: Commission proposal to set up new European Partnerships

On 23 Februar 2021 the European Commission published a proposal for a Council Regulation establishing the Joint Undertakings under Horizon Europe. The Regulation will set the legal framework for the implementation of institutional partnerships of the European Union, represented by the Commission, and European Industry partners. Nearly all new undertakings are based on existing partnerships from Hprizon 2020.

The regulation, to be adopted a Single Basic Act, contains the following nine publc-private partnerships:

  • Global Health EDCTP3
  • Innovative Health Initiative
  • Key Digital Technologies
  • Circular Bio-based Europe
  • Clean Hydrogen
  • Clean Aviation
  • Europe's Rail
  • Single European Sky ATM Research 3
  • Smart Networks and Services

In addition the Commission has published a proposal for a decision of the European Parliament and the Council on the participation of the Union in the European Partnership on Metrology jointly undertaken by several Member States. This public-public partnership continues the initiative under former Framework Programmes EURAMET.
