European Charter for Researchers and Code of Conduct for the Recruitment of Researchers

In March 2005, the European Commission published the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers as a recommendation to improve employment and working conditions for researchers in Europe. This recommendation was particularly welcomed by the Council of the European Union.

Charter and Code should contribute to establish best practice in the European Research Area. The European Commission’s efforts focus on the optimization of research and working conditions of researchers as well as the future development of a job market for researchers in Europe.

In principle, for the research performing and funding institutions it is optional to ratify Charter and Code. Nevertheless article 32 of the Model Grant Agreement states that the beneficiaries must take all measures to implement the respective principles. For instance, the Marie Skłodowska-Curie Actions often refer to Charter and Code, especially in the context of Innovative Training Networks (ITNs) and the Co-funding of Regional, National and International Programmes (COFUND).

If a host institution decides to implement the principles of Charter and Code, the institutions's official decision, e.g. a rectorate's resolution, can be communicated to the European Commission (DG Research & Innovation) in English. By following this procedure, the institution will be added to the "Signatories List" of the Charter in the EURAXESS-portal.

In Germany 43 institutions had endorsed Charter & Code by the end of 2019.
