Exclusion of certain Hungarian entities from entering into Horizon Europe contracts

On 15 December 2022, the Council of the European Union adopted an implementing decision prohibiting certain Hungarian institutions from entering into legal commitments regarding the EU budget, e.g. Horizon Europe grant agreements. This measure has been taken to protect the EU budget against breaches of the principles of the rule of law in Hungary. 

This decision affects 21 universities in Hungary administered through trusts established by Hungary's Law IX of 2021. A list of these institutions can be found in the table on this website (in Hungarian).

Specifically, this means that no Grant Agreements or other funding commitments under Horizon Europe can currently be signed with the entities in question. Ongoing projects are not affected by the measures.

It is still possible to submit proposals in Horizon Europe with the Hungarian institutions concerned.
However, since the duration of the restrictions is not foreseeable, it is advisable to compose the consortium in such a way that the project would be eligible even without the Hungarian participation.
