European Commission: Updates of the Horizon Europe 2021-2022 work programme published

13. May 2022

On 10 May 2022, the European Commission has published updated versions of the 2021-2022 work programme for Horizon Europe. The update covers the 2022 calls of the different parts of the Framework Programme, as well as the introduction and the General Annexes of the work programme.

Among the main new features are:

  • In the work programme for the missions, a number of calls and topics in the Climate, Cancer, and Ocean missions have been added. The budget for 2022 has been increased by approximately EUR 562 million, bringing the total budget for 2021-2022 to nearly EUR 16 billion.
  • To support young scientists from Ukraine, the EU Commission has included the new MSCA4Ukraine programme with a budget of EUR 25 million in the MSCA work programme. PhD students and postdocs from Ukraine can apply to continue their research at an institution in Europe or to return to Ukraine after the war. The programme is implemented by some organisations of the InspirEurope consortium, which already receives MSCA funding to support scientists in risk situations. Information on the implementation of MSCA4Ukraine is expected in late summer 2022.
  • The MSCA Doctoral Networks in the Industrial and Joint Doctorate variants can now schedule secondments for more than 30% of a Fellow's work time. This change makes it possible for Fellows to complete their entire Fellowship under a single employment contract. For Industrial Doctorates, this makes it easier to meet the requirement that Fellows spend at least 50% of their research months in the non-academic sector. Also, to obtain a joint degree, many examination regulations require long stays at the partner university.

In addition, the Commission has added a few new topics (especially for Cluster 2) and made minor changes to the content of previously published topics. For example, there are now several topics in the thematic Clusters 2, 3 and 5 that are foreseen for lump sum funding.

The programme parts of Horizon Europe with one-year work programmes such as the ERC and the EIC have already been published separately and are not affected by this update of the work programme.

The adjustments and changes are not visible in the work programme documents themselves. However, a document with an overview of the changes ('history of updates') is available in the 'Reference Documents' section of the Funding & Tenders Portal under the respective programme parts.
