European Commission: Programme Guide and list of participating third countries published

The European Commission has published the first versions of a Horizon Europe Programme Guide and a list of participating third countries on the Funding & Tender Opportunities Portal – Horizon Europe.

The Programme Guide shows the structure of the Framework Programme as well as the political priorities of the European Union in this context, such as European Partnerships, missions, international cooperation, Open Science or the Digital Key Technologies. The Guide contains further explanations on horizontal issues, also relevant for preparing proposals as e.g. gender equality, Social Sciences and Humanities, ethics and integrity or security aspects.  

The Programme Guide complements other guidance documents with information necessary for the proposal writing as for example the General Annexes to the Workprogramme or the Online Manual.

The list of countries eligible for participation contains the countries associated to Horizon Europe as well as other third countries whose eligibility is explained in detail. 

Both documents will be updated during the implementation of Horizon Europe and will be adapted to new political developments.
