Horizon Europe Main Work Programme 2021-2022 adopted

On 15 June 2021, the European Commission adopted the Work Programme 2021-2022 of the new EU framework programme for research and innovation Horizon Europe.
 
At the beginning of the year, the 2021 Work Programmes for the European Research Council (ERC) and the European Innovation Council (EIC) as well as dedicated calls on COVID-19 in the Health Cluster and in the Research Infrastructures part had been published. With the adoption of the Main Work Programme, the first calls for proposals in the other programme parts of Horizon Europe have now been published, too.
 
As in Horizon 2020, the first Work Programme of Horizon Europe consists of an introduction, the work programmes of the individual funding lines of the framework programme as well as the general annexes setting out the general conditions for participation in Horizon Europe. A novelity is a separate part on the missions.
 
Compared to Horizon 2020, the basic structure of the individual work programmes has changed to a breakdown into destinations, calls and topics:

  • Destinations: The destinations assigned to each part of the programme provide the general framework for the content of the individual work programmes. The respective long-term social, economic and scientific effects (expected impacts) that are expected from the projects in this destination are also defined at this level.
  • Calls: The destinations are assigned annual, in some cases several annual calls for proposals for 2021 and 2022. The relevant information on the calls, such as its opening and closing dates and a list of the individual topics with budget information, are now placed in front of the calls in an overview table.
  • Topics: The general call information is followed by detailed descriptions of the individual topics encompassing the respective call. The topic structure has changed in the way that the budget and project type as well as specific conditions of the topic are listed in a table directly after the title, followed by the medium-term effects to be achieved by the projects (expected outcome) and the tasks to be carried out in the projects (scope).

As no countries have yet been associated to the new framework programme, the Commission has included a special clause in the first Work Programme for the conditional participation of legal entities from potentially associated countries. According to this, institutions from countries associated in Horizon 2020 as well as countries that are currently in association negotiations with the EU will be treated in the first calls as if they come from an associated country - subject to an actual association until the grant agreement is signed.
