New EU strategy on adaptation to climate change

On 24 February 2021, the European Commission published its communication “Forging a climate-resilient Europe – the new EU Strategy on Adaptation to Climate Change”. The Commission previously announced the new plan of action in its communication on the European Green Deal.
 
With this strategy, the Commission emphasises adaptation to those consequences of climate change that can no longer be averted or have already occurred. This policy aims to create a climate-resilient European Union by 2050.
 
An important cornerstone of the strategy is the expansion and dissemination of knowledge about climate change as well as possible measures for adaptation. The upcoming EU research framework programme Horizon Europe, but also other EU programmes such as Digital Europe or Copernicus, should make a significant contribution to closing existing knowledge gaps. In addition, the "Missions" planned in Horizon Europe in the field of environmental research are intended to generate innovations that serve adaptation to climate change. The EU also intends to step up its action to support climate resilience at international level. The EU-Africa Research and Innovation Partnership is listed here as a best-practice example.
 
The Commission will discuss the strategy with the EU Member States at the Environment Council. The Council is to adopt formal legal conclusions on the new climate strategy at its meeting in June.
