Simplification of the rules for the implementation of ex-post audits within the Framework Programme
In 2007 the European Commission introduced a new audit strategy which included the implementation of audits on behalf of the Commission for already audited projects within FP6. In addition, the calculation of systemic errors also for those projects not audited by the Commission during the process (extrapolation) has been adopted.
The calculation of the recovery sums claimed by the Commission on the basis of the systemic errors identified as well as the recovery process itself cause high administrative as well as financial burdens both for beneficiaries and the Commission.
In order to simplify proceedings the Commission introduced a simplification concerning the implementation of ex-post audits as well as the extrapolation of costs regarding the Framework Programme.
The Commission now allows beneficiaries to use of flat rates in order to determine recovery costs. Furthermore, clarifications were made concerning the eligibility of personnel costs within FP6.
Those beneficiaries affected by ex-post audits have already been informed about the novel regulations.
