Transport - Ziele

Objectives

The aim of the transport research theme is to develop integrated, safer, “greener” and “smarter” pan-European transport systems for the benefit of all citizens and the society. A new integrated approach will be taken which links all transport modes, addresses the socio-economic and technological dimensions of research and knowledge development, and encapsulates both innovation and the policy framework. The transport systems within an enlarged EU shall make an improved contribution to society and industrial competitiveness , whilst minimising the negative impacts and consequences of transport in relation to the environment, energy usage, security and public health.

Climate policy is of special interest, regarding environmental protection and technological and operational developments of natural resources; and the European transport policy as well as security; and maximising the competitiveness of European industry in the global market through:

  • the improvement of competitiveness of transport industries, suppliers and service providers of road- and sea transports, as well as those responsible for the infrastructure
  • the improvement of transport security and transport service
  • the reduction of environmental impacts on nature, caused by transport, including emissions and noise
  • mobility increase of people and goods through an equal share between the three means of transportation (air, road and waterborne)

Politically, the transport theme is to be seen in the light of the EU’s efforts to create a competitive and resource-efficient transport system. The challenge lies in reducing the dependence of the transport system on oil, without sacrificing its efficiency or limiting mobility. The European Commission’s White Paper ”Roadmap to a Single European Transport Area” of March 2011, which was based on a broad consultation process, describes ways to achieve this goal.

In 2010, the EU also adopted a directive on the introduction of intelligent transport systems (Directive 2010/40/EU). Moreover, modernising the European transport system is also one of the goals in the Europe 2020 strategy and in particular the flagship initaitives "Innovation Union" and "Resource-efficient Europe" as well as a focus of the coming strategic research plan.

Existing policy needs as well as the development, assessment and implementation of new policies (for example Maritime Policy and the implementation of the European Single Sky), will be addressed within and across the different activity lines. Overlaps exist primarily with the environment, energy and security themes.

Budget

The Theme 'Transport' has been granted a budget of over € 4.1 billion for the 7 year duration of the 7th Framework Programme (2007-2013).
