Joint Programme Ambient Assisted Living (AAL)

In response to the demographic change and the population ageing in Europe, the Joint Programme “Ambient Assisted Living (AAL)” was implemented on the basis of article 185 of the Lisbon Treaty.

Objectives

The objective of the initiative is to enhance the quality of life of elderly people and to strengthen the industrial base in Europe through the use of Information and Communication Technologies (ICT). In particular, AAL will foster the emergence of innovative ICT-based products, services and systems for ageing at home and at work, improving quality of life and autonomy and reducing the costs of health and social care. Besides promoting the creation of a critical mass of research, development and innovation on EU level, the Programme also focuses on improving conditions for the use of research results.

Organization and Participation

Besides the European Commission, 23 states have by now joined the AAL Joint Programme. Responsible for the implementation of the Programme is the AAL Association, based in Brussels, which is supported by the participating states.

Among the partner states are 20 European Member States (Austria, Belgium, Cyprus, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Luxembourg, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Sweden and the United Kingdom), as well as three Associated States (Israel, Norway and Switzerland).

Budget

The total budget foreseen is of EUR 700 million for the period from 2008 to 2013, of which 50% are public and 50% private funding. The national funding is complemented by an additional EU contribution amounting to a maximum of EU 150 million for the duration of the AAL Joint Programme. The funding procedures are subject to the respective national regulations.

Calls

Participation in the transnational calls is open to research consortia with a minimum of three project partners from three different partner states of the AAL Joint Programme. The participation of companies, in particular SMEs, and end-users is compulsory. The expected duration of the projects is between one and three years.

It is anticipated that the 5th call will be launched end of February 2012, with a proposal submission deadline end May 2012.
