Evaluator's Work
The European Commission’s decision to support research projects and other actions is based on a formal evaluation of the administrative requirements and technical evaluation of the submitted project applications. Whilst Commission staff shall carry out the formal evaluation, the appropriate independent experts shall be invited by the European Commission to complete the technical evaluation.
For this purpose, the Commission created an expert database and published two calls for applications in the Official Journal of the European Community in December 2006. These calls shall remain open until December 2013. The first call is directed at individual applicants, whilst the second call targets research institutions wishing to recommend suitable experts. Individual experts may apply on-line at CORDIS. Organisations recommending experts may also submit lists via this server. Upon receipt of the lists, the Commission will contact the recommended experts and ask them to register on the database. Experts who were already registered during the FP6 and who would like to be available as evaluators under FP7, may transfer their data into the new database and update their records where necessary.
The experts are expected to have the appropriate authority and knowledge in the respective areas for which their services were invited. Furthermore, they should have a high degree of professional experience either in the public or private sector within the following fields: research in major scientific and technological areas, management or evaluation of projects, use of R&D project results, transfer of technology, international cooperation etc. In addition, they must have the lingual skills necessary for the evaluation of the proposed projects.
The names of the selected independent experts shall not be publicised. However, the Commission regularly publishes a list of the experts, with whom they consulted for evaluation tasks, on CORDIS.
