Cluster "Civil Security for Society" 2023-2024
The Work Programme 2023-2024 of Cluster 3 "Civil Security for Society" comprises a budget of approx. EUR 368 million (2023: approx. EUR 174 million; 2024: approx. EUR 194 millon). It contains six funding destinations, each with several calls and research topics.
In the following you will find the titles of the six destinations as well as of the different calls contained in the Work Programme 2023-2024:
Destination 1 – Better protect the EU and its citizens against crime and terrorism (Budget: 2023: EUR 36 million; 2024: EUR 41.7 mio.)

Destination 2 – Effective management of EU external borders (Budget: 2023: EUR 25 million; 2024: EUR 29 million)
Destination 3 – Resilient infrastructure (Budget: 2023: EUR 14.5 million; 2024: EUR 16 million)
Destination 4 – Increased cybersecurity (Budget: 2023: EUR 58.7 million; 2024: EUR 60.4 million)
Destination 5– Disaster-resilient society for Europe (Budget: 2023: EUR 33.5 million; 2024: EUR 30 million)
Destination 6– Strengthened security research and innovation (Budget: 2023: EUR 6.5 million; 2024: EUR 16.5 million)
Only single stage calls are foreseen in this cluster. The opening and closing dates of the calls are as follows:
- Calls 2023: Opening 29 June 2023, Deadline: 23 November 2023
- Calls 2024: Opening 27 June 2024, Deadline: 20 November 2024

The application needs to be submitted via the Funding & Tenders Portal and requires a prior registration there.
