Proposal procedure

Proposals may only be submitted if a call has been published in the Official Journal of the European Union. Special information packages will be published for every single call. The documentation includes the following:

  • work programme
  • text of the call for proposals
  • guidelines for applicants (with explanations and forms)
  • evaluation guidelines

Proposers shall make sure that they have read and understood these documents before submitting a proposal. Furthermore, the Participant Portal Submission Service (SEP) is made available. The calls for proposals have a fixed submission deadline which must be strictly adhered to.

The proposals will be evaluated by the European Commission and independent experts. The evaluation criteria are published in the respective work programmes. The exact evaluation procedure is documented in the evaluation guidelines. Coordinators of successful proposals will be invited by the European Commission for (financial and scientific-technological) contract negotiations. After a contract has been successfully negotiated, it will be signed by the European Commission and the participants.
