ERA Scoreboard 2023

On 18 March 2024, the EU Commission has released the European Research Area (ERA) Scoreboard 2023. This report provides an EU-level assessment on the progress made towards achieving the ERA priorities (as defined in the Pact for Research and Innovation) over different time periods (since 2010, since 2015 and in the last three years). The Scoreboard is complemented by the ERA Dashboard (2023 report) which contains a more detailed monitoring of progress towards the ERA objectives at national level.

The ERA Scoreboard 2023 results show that there has been substantial positive change in the following priorities: R&D investments, gender equality, global engagement, synergies with sectorial policies and industrial policies, and coordination of R&I investments.

Slower (albeit positive) change has been identified for the following priorities: Researchers’ careers and mobility, knowledge valorisation, and active citizen and societal engagement in R&I.

Little to no positive change can be reported for the following priorities: Scientific leadership, challenge-based ERA actions, synergies with education and the European Skills Agenda, more investments and reforms in countries and regions with lower R&I performance, and support to prioritise and secure long-term R&I investments and policy reforms.
