Structure and Funding

The "European Liaison Office of the German Research Organisations" is the joint service platform of the German research organisations united in the "Association for the Promotion of European and International Cooperation in Science e.V.". As a Central Research Facility, KoWi is financed by the German Research Foundation (Deutsche Forschungsgemeinschaft, DFG) with offices located in Bonn and Brussels.

Mandate

KoWi’s mandate has been redefined in line with the amendment of the statutes in 2010 and can now be described as the following:

  • Information, Consulting, Training on European research funding for researchers and administrators at universities and research organisations;
  • Development of a consulting expertise crossing institutional borders for the purpose of coaching the emerging new forms of co-operation between science and business in Germany and Europe in collaboration with the Members of the Association supporting KoWi;
  • Assistance to the Members of the Association supporting KoWi with a range of services adjusted to their needs.

Profile

KoWi is part of the scientific self-governing system. KoWi looks back on around 20 years of working experience in Brussels and Bonn and has strong and lasting connections to the partners from Europe and the EU institutions. KoWi offers a responsive and strategically proactive "one-stop-shop" service to scientists, administrators and institutions nationwide, basically covering all steps of scientific careers, all instruments of the Framework Programme and all phases of any EU research project.

History

When established in 1990, KoWi was basically an institution that provided - thanks to its exclusive position in Brussels- information that was difficult to access in times before e-mail and internet. This information was compactly passed on to the scientists and institutions of a national science system seen as relatively uniform – the idea of a "Koordinierungsstelle'"[that is: "coordination point"] accommodated this task description.

After 2000, the principle of competition as well as the need of cooperation crossing institutional borders gained in importance within the German science system. In summer 2008, the Members of the Association supporting KoWi responded to these developments and carried out a reform that became operative formally with the corresponding amendment of the statutes in spring 2010. Today, KoWi can be described as a strategically acting agency offering individual services to the institutionally diverse German science community and supporting the constitution of a comprehensive consulting expertise in the association. The new German label "Kooperationsstelle" [that is: "cooperation point"] corresponds to this change.
