As security-related projects often cover sensitive research areas, the Commission has defined specific rules in order to allow for the trade-off between the necessity to make non-disclosure provisions and the public interest in getting information on research results also from this specific area. Thus, the Commission will in specific cases reach an agreement with the consortium to grant access to the publishable summary report only to the responsible programme committee but not to the general public.
Security Aspects Letter
Moreover the so-called Security Aspects Letter (SAL) will usually form part of the Grant Agreement, requiring the submission of a special SAL-report. The SAL-report will inform on the actual information flow of classified information between the beneficiaries, the actual exchange of sensitive material subject to transfer or export licensing and, for topics subject to specific national or international legal restrictions, reporting on how these restrictions have been taken into account. A template for the SAL-report can be found in Annex I of the Guidance Notes on project reporting.
